Trustees approve Hall as president, Owens as emeritus, and set 2016-2017 budget

PLAINVIEW – The Wayland Baptist University Board of Trustees held its annual spring meeting Thursday afternoon to discuss university business and action items presented by various committees.

In executive session, the Board voted to approve the recommendation of the Presidential Search Committee to name Dr. Bobby Hall the 13th president of Wayland Baptist University. Hall will take over for Dr. Paul Armes who is retiring at the end of June. Hall will continue in his current position of executive vice president and provost through June 30.

The Board also approved a $65.9 million budget for the 2016-2017 fiscal year that beings July 1. The approved budget reflects a decrease of only $1,200 from the previous year’s budget. The new budget includes a tuition increase for students at the Plainview campus, but tuition at Wayland’s 12 external locations will remain unchanged.

Tuition rates for undergraduate courses in Plainview will increase 9.5% to $575 per credit hour. Graduate tuition rates will increase 9.2% to $590 per credit hour. The fixed tuition rate option which allows students to lock in a specific rate for four years will increase 11.4% to $635 per credit hour.

Wayland’s online programs will also see a tuition increase. Undergraduate courses will increase 4.9% to $365 per credit hour while the graduate courses will increase only 1% to $445 an hour.

Upon recommendation of the Academic Affairs Committee, the Board voted to bestow emeritus status upon Dr. Estelle Owens who is retiring at the end of June. Owens, a 1971 graduate of Wayland, has taught in the history department for the last 41 years. She currently serves as dean of the School of Behavioral and Social Sciences and university historian. Her emeritus status will be granted upon retirement June 30. In retirement, Owens plans to complete a comprehensive history of Wayland.

The trustees also approved several faculty promotions. On the Plainview campus, Dr. Cassie Collins is promoted from associate to full professor of counseling and psychology, Dr. Daniela Derderian is promoted from assistant to associate professor of biological sciences, Dr. Paul Fikes is promoted to associate professor of exercise and sport science, and Dr. Charles Huang is promoted to associate professor of exercise and sport science.

At the San Antonio campus Dr. Bobby Morris is promoted from associate to full professor of business and behavioral and social sciences, Dr. Mee-Gaik Lim is promoted to full professor of counseling and psychology, Dr. Paul Parker moves from assistant to associate professor of computer science, and Dr. Sylvia Phipps is promoted to associate professor of education.

Dr. David Rambow in Anchorage moves to full professor of management. Dr. Tamara Callahan in Clovis was named associate professor of education, and Dr. Christy Reed in Lubbock is promoted to associate professor of education.
